ExecuTech Strategic Consulting is seeking an IT Classified Network Operations, Infrastructure and DoD Regulation Support SME to support the Defense Advanced Research Projects Agency (DARPA).

As an IT Classified Network Operations, Infrastructure and DoD Regulation Support SME, you will be performing the following responsibilities:

  • Demonstrate and apply technical understanding of enterprise architecture and applications to include, but not limited to, switches, routers, firewalls, directory services, messaging, and mobility to assist the government in managing the full lifecycle of its procured IT solutions on the Classified Network.
  • Serve as the primary IT Operations Lifecycle subject matter expert supporting the ITD Government Classified Contract Program Manager (PM).
  • Coordinate with the IT Classified services contractor to assess and recommend IT solution vendors and technologies.
  • Participate in the preparation for the Cyber Security Service Provider (CSSP) and Command Cyber Readiness Inspection (CCRI) external audits and ensuring that the Classified IT support contractor is current in all of their supporting documentation.
  • Monitor Classified IT services against contractual Service Level Objectives.
  • Review and provide assessment of Classified IT contract deliverables.
  • Through online research and outreach with external colleagues and mission partners, maintain for ITD a situational awareness of Industry, DoD and Intelligence Community (IC) IT and cybersecurity-related policies, technologies, trends, threats, and their applicability and/or impact to DARPA’s information environment.
  • Demonstrate and apply an understanding of various Federal, DoD, and IC policies and implementations of the Risk Management Framework (RMF) for information systems (e.g., National Institute of Standards and Technology (NIST) 800-53, Committee on National Security Systems (CNSS) 1253, DoD 8510.01, Intelligence Community Directive (ICD) 503), to assist the government and fulfill, as needed, their RMF role as the Information System Owner (ISO) for DARPA networks.
  • Provide an assessment of configuration changes to determine the impact to the Classified Networks’ operations posture at DARPA.
  • Evaluate Communications Tasking Orders (CTOs) and other externally generated mandates and their potential impact on Agency operations and existing IT Classified Networks Operations policies.
  • Perform administrative duties as assigned by the COR or other Government personnel authorized by the Contracting Officer.
  • Support external DoD Inspections, most notably Cyber Security Service Provider (CSSP) and Command Cyber Readiness Inspection (CCRI) which are each on a 3-year cyclical schedule. Inspection/audit support shall not adversely impact normal operations

Required Skills

  • Knowledge of legacy and current long-haul telecommunications circuits (e.g. Synchronous Optical Network (SONET), Internet Protocol (IP)); serve as DARPA’s Authorized Requesting Official (ARO) in the Defense Information Systems Agency (DISA) Direct Order (DDOE) system for submitting Telecommunications Requests (TRs) for any DISA telecommunications services (e.g., Non-classified Internet Protocol Router Network (NIPRNET), Secret Internet Protocol Router Network (SIPRNET), Dedicated, Virtual Private Network (VPN) Transport, INMARAT, Iridium).
  • Expertise in cross domain solution (CDS) technologies employing all three types of CDS in a classified compartmentalized operating environment (Sensitive Compartmented Information (SCI)/SAP).

Desired Skills:

  • DoD or DARPA experience is preferred.
  • Certification equivalent to DoD IA Workforce Improvement Plan (WIP) for Information Assurance Manager (IAM) Level III preferred.

Required Experience

Education and Years of Experience:

  • Must have demonstrated 12 years of IT experience with increasing responsibility.

Clearance: Minimum Top Secret clearance, eligible for access to SCI and SAP.
